Efficiency Target for Education
Response to Guernsey Press re Efficiency Targets 28-10-11
The Education Department, in common with other States Departments, received a memo on 18th October from the States' Chief Executive outlining a general efficiency target to be allocated to the Department.
The target allocated to the Education Department is £1.63M with an expectation that this amount will be saved through fruition of Financial Transformation Programme projects during 2012.
Although Education Board members have been advised of the target they have yet to discuss the detail of the efficiency target allocated to the Department or whether it can achieve the required savings without detriment to the services it provides. The Board will be meeting next Tuesday to begin discussion on this issue.
The Education Board's budget target in 2010 was to restrain overall expenditure to a no real terms increase or less. This was achieved with the Department under-spending its total authorised budget for 2010 by £2,583,000 or 3.4%. The Department is on schedule to make savings against its authorised budget again this year.
As highlighted in the Department's Policy Plan Summary recently approved by the Assembly as part of the States Strategic Plan: The Education Department is committed to ensuring the Islands receive value for money from the investment in education through careful financial management.
- The Education Department's spending has been within budget for the last 20 years.
- Standards remain high and demand in certain areas such as Post 16 and special needs education has increased.
- The proportion of the total States expenditure on education has decreased slowly over time from around 28% in the 1970s to approximately 20% today.
- The Education Board is aiming to achieve sustainable and stable use of public money to meet the Department's needs and the public's expectations of an education service. It will endeavour to reduce costs while maintaining the quality of service delivery.
