The provision of modern, fit for purpose facilities for all phases of the education system is one of the prime objectives of the Education Department. The Education Development Plan is a blueprint for the reorganisation, rationalisation and redevelopment of the education service and its facilities and Programme 1 of this plan involves the equality of educational provision within the Special, Secondary and Post-16 education sectors. Four new-build projects have already been completed on time and within budget – Le Rondin School & Centre, a primary special school and child development centre; the Sixth Form Centre at the Grammar School; the new Princess Royal Centre for Performing Arts for the College of Further Education and for the use of the community; Baubigny Schools. The Department has also converted the former Oakvale School site into a centre for pupils with social, emotional and behavioural difficulties called The Link Centre. The construction of the first of three new secondary schools, St Sampson's High School, was completed in August 2008. This development known jointly as Baubigny Schools, also includes Le Murier, a new secondary special needs school which is collocated with the mainstream school. Both schools share a central block of facilities including a 6-lane swimming pool, sports hall, gym and climbing wall. The Department is now working on plans for the construction of the new Les Beaucamps High School. Building work is currently scheduled to begin towards the end of 2010. These new buildings, those already completed and some exisiting buildings have facilitated the reorganisation of special needs education from 3 schools to two and the reorganisation of secondary education from four schools to three. (St Peter Port School closed in July 2009). The new Sixth Form Centre and the redevelopment of the College of Further Education will also increase capacity in the Post-16 sector. The College of Further Education will eventually move onto a single site on the St Peter Port School site with the construction of the new campus buildings being phased as States funding becomes available. All the EDP buildings will be designed to last for at least 50 years, to be flexible to cope with any future changes in the delivery of education on the island, to incorporate natural light and ventilation wherever possible and to have a 15 year minimum period before the first major maintenance refit. Indoor and outdoor sports facilities plus school halls and classrooms will be available for use by the wider community out of school hours.
